[Bug] You need Tier 3 to make Tier 2 items

A good example is making steel, you have to make the cement mixer and concrete furnace to make steel, to then go back and make steel tools.

Could be as simple as rearranging the trees to make steel tier 3, but I feel the tools fit better at tier 2 which would mean steel making should be available at tier 2.

Any blue print you can unlock in a tier should be craftable/usable in that tier. One I have unlocked tier 2 I should be able to craft anything in it once I learn the blueprints in that tier or lower. I should not be able to research a blueprint in tier 3 for instance that I need a tier 4 blueprint to craft or use. Wall lights are and lanterns come to mind. Sure I can craft and place the wall lights at tier 3 but no way to power them until tier 4. Lanterns I can research at tier 2 but can't craft and fuel until tier 3. I think the stone furnace is a bit restricted being able to only smelt iron and copper. Adding steel to it and maybe glass would help a lot, also consider an alternative fuel for the lantern if it is going to remain tier 2.

With the last patch you now need a water connector for the concrete mixer. the Mixer being a tier 3 and the connector being tier 4. But you need concrete to be even able to build into tier 4
