[Bug] Resolution scale is unavailable even without DLSS

I have GTX 1080Ti, so i can't enable DLSS, but also i can't change the resolution scale.

MattConfirmed.
1070Ti, and the resolution scale slider does absolutely nothing. Restarting, fullcreen, borderless, etc.. it's always 100% in the game no matter where i put the slider.
Tried both DX11 and 12 too.
DLSS and AMD FX thing is OFF -
