[Bug] Natural weatherman is broken

The talent for early storm detection ( natural weatherman ) seems to have opposite of intended effect

I get a storm warning as soon as the storm starts now , with the skill thats supposed to give advanced warning

Natural Weather man skill not notifying Early before the Weather

Having this issue as well. Playing with multiple people, all of us are notified of the weather at the same time. No change with the skill at all in terms of how much of the weather bar is visible. Nor is there an early warning at all.
