[Suggestion] Tiered overweight penalty

I'd like to suggest a graduated overweight penalty. For example, a 2% speed penalty for each percentage overweight. That way there wouldn't be much penalty for being 1 kg over weight, and you wouldn't even be able to move if 50% overweight.
