[Suggestion] Revert the change to Mass Dampener back to 10%. if anything, go up to 15%

  I think it was too easy to run simple missions for cash, so the change was good for balance.
  
  I think the right fix is to add more complexity to missions, before adding back speed, so that the balance isn't lost.

  cuz speed is OP and they don't want us moving fast. It breaks AI and other things in the game

  And if they're not going to fix the nerf, at least make a second tier of dampener that gives you 10% for a higher cost.

  For extraction mission, tons of gold ore is required and tons of cave needs to be explored.
  I think if you playing co-op with your friends, you can spread out to hunt the caves, but its a HUGE disadvantage if you're playing solo thus having higher movement speed is a NEED.

  This is a ridiculous nerf - as a knife user, with all the runspeed talents, and a dampener, I can still be chased down by EVERYTHING from a wolf to a bear..and still not have the ability to chase down a deer and stab it.
  
  If we want to spec in speed (at the cost of pretty much all the other decent talents) then let us go fast!

  Have a second tier mass dampener with the increased effect. This is definitely something that should take exotics.
