[BUG] Resolution Scale don't work

I have GTX 1080 and 4k monitor so i need set resolution scale to 50% for playable FPS. But resolution scale slider does absolutely nothing. No matter what value is set.
DLSS and AMD FX thing is OFF
DX 11 in DX 12 no different.
