[Bug] Talent 'Tis But A Scratch Not Working

I have the 2nd level of this talent which is supposed to grant +25% physical resistance. The stats page shows that my physical resistance is only 15%. Not sure if it's just a visual glitch and it actually is taking effect or not but it shows the wrong value on the stats page.
