[UI] Clearly inform players that Talen/Tree changes are permanent and there are not enough points

Leveling new character is not completely trivial (as in time investment), would be nice and friendly to remind before commiting points (also points should be comitted via confirm button, it's easy to missclick. Even better would be to provide respec to not waste away a complete character. Even once a week would be nice.

JinsaiAgree. It is poor design to not tell the player the level cap is 50, there won't be any more points, so be careful, etc.
Every player should be granted one FULL respec at level 50.
