Offline Backpack need fixing

When playing "offline", returning to character select or exiting to desktop loses all backpack contents (everything in the bottom row of inventory with the backpack equipped).
When using Play, rather than offline, we can see a hint of this issue -- everything in the backpack gets shifted to the left side, but we do not lose the contents of the backpack.
