Workshop Items Deleted when Characters Deleted

With the upcoming respec, I was looking at the costs of the respec and with all of my Offline characters talents being completely fubar'd I opted to delete them all and start fresh.

However once I deleted all my characters, after I created my new one, it appears all of my Workshop items in my storage got deleted too.

I have
- Verified each characters individual load out inventory was empty before deleting
- Went back out to character select and back
- Restarted the game
- Verified the Workshop items were still unlocked.
- All of the missions I had done were still unlocked/marked completed.

I deleted a character I was no longer playing in offline mode so that I could make another. After deleting that character, all previously purchased items in my loadout disappeared. I have verified everything the original poster has.
