[BUG] Hide UI function has several issues

* Entering a kill cam with the UI hidden, unhides the UI after the killcam ends
* You can unhide the UI during a kill cam
* Opening an interface with UI hidden prevents you from moving with no visual feedback as to why (Skinning, inventory, map etc)
* UI Can not be hidden in Photo mode
