Tier 4 - steel + composite construction

Tier 4 has no building upgrade options currently, it would be great to combine the strength of steel with the toughness and good thermal insulation properties to offer an expensive yet close to fully fortified option for the harshest of environments.
Maybe re-word concrete construction to reinforced concrete as it uses Steel re-bar currently and generally concrete is useless without reinforcement
