[BUG] Cooling Bandage blueprint is not visible in Tier 1

Whether I restart game, or refresh the blueprint tree interface in-game, I cannot get "Cooling Bandage" to appear as a blueprint to learn. This is my only existing character L42, that I have had since game "went live" after beta weekends.
