Elephants not dropping Giant Steak - Over 30 killed and 0 received

I am doing the Preservation: Stockpile mission with my son, in the desert.

Trying to get all the different types of meat. We have killed hundreds of animals, and are just not getting the meat we need.
Cannot find any Giant Steak which you get from Elephants etc, even after killing over 30 of them. What gives ??

I am a level 50 character and have quite seriously levelled up about 15 times (still on level 50 obviously due to the cap) - but that is how many animals have been killed trying to gain the meat for this mission. It is just ridiculous.

I have heard the chance to get the special cuts of meat is like 10%, but we are not getting any...

Surely there is a bug here as this just cannot be right.

Have no idea where you get T-Bone steak in the desert yet either, Bears or Polar Bears - of which there are none in this biome. I guess we need to find them on the fringe somewhere - but that is another story.
