higher level the tool you are using the better chances these are to proc. 1% seems low when using a titanium pickaxe or axe.

I Think a good fix for this is to increase the percentage to 5%, then have each tier of tool increase the percentage ie; Iron 2%, Steel 3%, Platinum 4%, Titanium 5%. Essentially you have 5% with a stone tool and 10% with a titanium tool.
