Tier 4 armors are too weak

You work your way through all the tiers of gear and you end up at tier 4 and the armor doesn't even provide protection from the cold. Also, it seems ridiculously week against bears. It's made of composites and such which should be extremely strong, but you take a ton of damage and still get cut through what should be a shell of armor. The worst you should experience is impact damage and a concussion. Also, getting a minor cut from a wolf while wearing an armor shell is ridiculous. Maybe this would be possible with armor that's very worn down, but should not be possible with new armor.
