shot gun ammo

was there a change to the shot gun ammo talent that let you sometimes craft two shells instead of one? I have done 3 missions now and not once did get a 2 for one ammo made..

Hi there, what's the percentage on that talent? Maybe it's so low that you haven't gotten it in a while. Otherwise if you believe it's a bug I can get someone to look into it. Thanks!
