Farming packets for all cultivable plants

It would be better if all plants could be used in any mission or outpost in any biome if the player wants to take the resources and time to buy the seedlings and bring them down to the planet. Current faming packets are exclusively for basic foodstuffs. Why not also make packets for all the other herb and plant species that can be grown like lilies, yeast, coffee beans, etc.?
