Talent Respec bug "unable to retrain."

While trying to remove all of these talents, I am met with "Unable to retrain. Another talent requires there be at least 4 points spent in this Tree." I started with "Freebies" at the bottom of the currently learned talents and got this message. There are obviously 4 points spent above that talent. 1 in "Rifle Reduction", 2 in "Rifle Re-Up" and 1 in "Rifle Redress". Seems like 1+2+1=4. I'm trying to remove the talent that would be point number 5 spent in this category! I would then proceed up the tree, but alas, I have been blocked from the start of this endeavor.
