[Bug] Tech Tree - Everything is locked and no points can be used

I have an issue after coming back after a few month, since i played before the change of level. It seems like my tech tree is completely locked. Even i have 20 points, there is nothing i can unlock at the moment. Wondering if there is a fix

I cant enable any of the skills on my tech tree because every single one of them is locked.
( I have 202 points available)
