[Observation] weapon shot per minute possible error.

Apologies I did not verify this may have a duplicate. Weapons like the shotgun and new crossbows have a shot per minute trait that does not seem to add up. reload being 4 seconds but shot per minute cannot be 120. Percentile bonuses do not appear to improve on this allowed shot per min. only marginally improving reload times.
