New Water System Improvements

I recommend adding a Water Reservoir that can connect to Rain Reservoirs (and/or some advanced version of them) and the Water Network to allow for Water to be saved and containers filled without having to wait for Rain, and to continue to save rainwater after the Rain Reservoirs are full. This would be especially useful in areas where rain is less common, such as Canyons and other places where rain is less common. This would be useful in allowing for the filling of Water Containers using the Water Network is, something that is not possible at this time, and needs to be added in somewhere in Tier 3 or 4 to fit into the flow of that part of the tech tree. It should able to be connected to the Kitchen Sink in Tier 4, and sufficiently weather-resistant to be able to sit outside buildings (or on exterior sections of them) to not take up too much inside space, and also be able to accommodate the use of Snow and Ice to fill it.
