Reduce the cost of vaccine 1 in workshop

Actually vaccine 1 cost the same price as vaccine 2 for 1/3 of the time. Maybe reduce the crafting cost of tier 1 at 50 because at this time i don't see why should i buy tier 1 instead of tier 2
