Make Fire Extinguisher Refill/Repairable

I like playing long-term missions, and in the end phase, I usually craft this fire extinguisher since it's fun and really quick in putting out the forest fire. However, the fact that the fire extinguisher cannot be refilled/repaired really bothers me, since I have to spend 20 steel for a single canister. i would really like for it to be refillable in maybe metal oxite dissolver(oxygens put out fires? maybe in icarus).
