Electrical Devices Should Consume Less Electricity When Not In Use

Electrical devices currently use their entire energy requirement all the time; this means that a single generator cannot power, for example, a material processor, an electric furnace AND a light, even if neither the electric furnace nor the processor are doing anything. Instead, electrical devices should have either 0 draw when no queue exists (or off, for something like a light), or a substantially lower power requirement when not doing anything.
