water wheel tier 3

the water wheel should be tier 3. make it an early game for power. since there is a maintenance side to it. you get electronics in tier 3 but everything else is easy to make. It only gives 2k power so its great to start off with. Since it requires stone and wood I feel it should just be a lower tier.

Why can I unlock things that need to have power in tier 3 but I cannot use them till I have unlocked and created so many things in tier 4????? the water mill should be craft able in the machine bench so I can use the items that are craft-able there like the repair bench and lights. A water mill is so low tech that to be required to craft in a fabricator is ridiculous. I can maybe go along with the unlock being in tier 4 but that is it.

Would also have to make the Electricity tool tier 3 or it doesn't matter.
