Add dedicated server configuration option to direct connections to a different IP address

A setting that allows me to advertise an IP that is not the egress IP of the server. With advanced configurations like these, the network traffic will follow the path of ingress. If the client connects to the DS using the direct IP (which is what happens now) then the configured services (listed below) will not work. If the client connects to the Service's IP (again, listed below) then all traffic to/from the server will be routed through the service. Our community has players across the globe, would like to take advantage of the optimized routing from Cloudflare Spectrum, AWS Global Accelerator, Imperva, and/or other Routing + DDoS Mitigation network providers).
