Can't pick loadout for open world.

I left my stuff in a cabinet so I could go back to the HAB and when i try to go back down I cannot pick a loadout. It just sends me down with the same stuff I went down with before (basically duplicating it). Now I cannot get new items down to my open world at all... With that being said, I can't pick a loadout like I used to be able to unless I pick a mission. Now when I go to the loadout tab, all i see is all the items ive left behind on my open world? Very frustrating to say the least. I left an extractor behind on a mission and I can't even delete it.
