on dedicated servers, drills stop working when 0 players are online (not in lobby)

I left my dedicated server online loaded into a world (not in lobby) with a biofuel drill running for 10 hours. when I logged back in the fuel can was still full and there was 2 ore inside. Do the drills need player proximity, or do drills purposely stop running when there are 0 players connected? this seems like a broken mechanic on dedicated servers. If things stop working at 0 players on a RUNNING server, what's the point of leaving it running? I consider this a bug, and is not related to the drill needing to be started after map load (please do not merge this issue with that one).
