[Suggestion] Rebalancing of Wooden Buffalo Cart

Suggestion: The buffalo cart is a great addition to the game, but could really do with some rebalancing.

1) To me, there's no reasonable explanation for the buffalo to not be mountable with it on.
2) The 40% speed reduction should be scaled to the load that the buffalo is carrying, e.g. at 50% capacity, a 20% speed reduction is incurred, and at 100% capacity, a 40% speed reduction. A flat 40% speed reduction just for having it equipped is a major turnoff for using one in the first place, which defeats the purpose of having it in the game.

I really do think it's a great addition, but could use some work.
