Move Machete to Tier 3 (Machining Bench)

The Machete is terrible. The Platinum Knife in Tier 3 out-performs it in just about every way. And that's okay, but can we move it to Tier 3? It only uses Tier 2 materials. It seems so weird that it would be crafted at a Tier 4 Fabricator.
