Timer for biofuel generator

Add a timer on biofuel generator so players can set a start and stop time. Useful when paired with solar power system to avoid frudges going off during darkness or when away from base. Will allow night travel and other activities without worrying about the frudge

I agree unless there is some other easier mechanism to do the same thing (which doesn't seem likely).
