BUG: Dedicated Server Setting (AllowNonAdminsToLaunchProspects)

Every once in a blue moon (at least a dozen times over the past two months after playing all day every day / so lots of hours) but every once in a while we will get ejected from the dedicated server and more often than not we can get back in just fine. I changed my dedicated server setting from true to false for AllowNonAdminsToLaunchProspects. Last night we were farming exotics and the server ejected us which has not happpened in a while and it was a new server install (I have several servers and I had just recently reinstalled the Icarus) and I say this to say that NOBODY should have been able to start an instance on this dedicated server and yet when I went to rejoin after being booted last night it showed that I could choose between the one we were just booted from or another started by some other player we don't even know... How can a random player start an instance on my dedicated server while we're playing, when I have it locked with AllowNonAdminsToLaunchProspects = false ???
