[Bug] Retraining Novice Talent Points Grants Extra Points

Retraining a talent point from a Novice rank talent results in extra points being granted beyond the maximum limit of 90. This occurs when higher-tier talents (Apprentice, Journeyman, or Master) in the same tree remain active, even though the initial prerequisite of 4 Novice points is reduced to 3 or fewer.

**Steps to Reproduce:**
1. Allocate 4 points to Novice talents to unlock an Apprentice talent.
2. Allocate 2 or more points to an Apprentice talent (e.g., 2/2).
3. Retrain 1 or more points from the Novice tier, reducing the total Novice points to 3 or less.
4. Start a mission.
5. Observe the extra talent points being granted.

- The extra points correspond to the number of points allocated to higher-tier talents (e.g., 5 points for a 2/2 Apprentice and 3/3 Journeyman talent).

**Expected Result:**
Retraining Novice talent points should not grant extra points or should not be able to retrain Novice talents below the prerequisite 4 minimum points.
