[Bug] Mining Armature's Efficient Handle does not reduce biofuel cost.

Still costs 25 biofuel per swing with this upgrade.

Why haven't this been fixed already? It reduces Flamethrower fuel and does not affect the Mining Armature at all. It's a shame since probably a lot of people have the Efficient Handle.
