[Bug] Broken Waterfall

(Prometheus) The Hidden Waterfall in the pit near the SE corner of I-5 does not flow. If you try to place a waterwheel, it will tell you to place it in flowing water. It is a waterfall and water has to flow for it to fall... Waterfalls are rare, so this limits the use of the waterwheel.
