[Suggestion] Upgrade lower tier armor for better resistances

Idea would be for lower tier armors if you liked the set bonuses and wanted to build around those then you could invest resources into them to enhance the resistances to better match that of higher tier armors. Some of the set bonuses are really interesting but generally get looked over as you just get to the armor that has best resistances, but if you could eventually bring those lower peices up you could have a lot more armor variety used later in game. I know there's already alteration for damage resist, this would enhance the base resistances to better match that of higher tier.
