[Bug] Ashlands: Crisis Progression Problem

Playing open world and I've healed everyone in the terraforming construction camp (both privates, the lieutenant, medic, and captain) but my mission tasklist still says "Talk to Captain Church". I first scanned and then spoke to him but followed his instructions to heal everyone else before I healed him. Mission has about 5,000 seconds left. I have tried basic troubleshooting (turning it off and back on again) but the progression remained the same and the crew remained fully healed and stable.
