[Bug] Operations not starting Elysium Eden Open World after completion of first task to find Eden

Some friends and I were able to complete the first operation and we found Eden. When we attempted to start the Fisheries Officer operation, I am able to click begin operation and then the voice track plays but the operation display on the left side of the hud never displays and the CONT4CT board shows that we do not have an active Operation. We have no mods on or installed.
