[Bug] Not Able To Cool off when inside a cave in water?

Is there a reason that one cannot cool off in a heatwave in the desert inside a cave and in it's water? Can this be fixed/added?

Completely agree. Caves should grant immunity to any storm conditions, leaving only cave natural issues (worms, pneumonia, whatever you haven't introduced but will, etc.) to contend with. Any cave, all the time. Ever been in a cave? Ten feet (or so) from the entrance you are already essentially in another biome.
