[Bug] Some 'quote' marks appeared as broken code '??' in Chinese(traditional) language text

Many items especially like Axe, Pickaxe, Spear, Knife ... in the orbital workshop,
which having a name with quote marks in it, for example, like: Shengong 'Heike' Axe,
will actually show as like: Shengong ??Heike?? Axe in Chinese(traditional) language mode.
the ' mark becomes ??.
Please fix it, thanks!
