[Suggestion] Change Fertilizer to Remove the Plant Fatigue Debuff

The addition of the Plant Fatigue debuff on crop plots creates the opportunity to change the use of fertilizer--all fertilizers could remove the plant fatigue debuff, while the more advanced fertilizers could offer the same boosts they always have.
