[Suggestion] Fix capitalization consistency in talents

When going through talents it's an annoying eyesore to see all of the inconsistent/misused capitalization. At first I thought it was just weird capitalization of different game aspects like "Cause Slow" and "on Hit" but then there's stuff like "chance" and "Chance" being used interchangably. Just go and stick these in automatic capitalization tools if no one at RocketWerkz with the knowledge is willing to do it. I'd prefer regular sentence capitalization myself (meaning most everything wouldn't have capitalization since it starts with numbers and symbols) but I will literally be happy and settle with consistency that makes sense like I thought it might (i.e. +100% chance to cause Slow on Pounce, etc.)
