[Bug] Laika dog does not have equipment slot

I bought the brown Laika dog from the orbital exchange, and when I inspect it, there is no slot for me to equip the Laika vest to it.
It appears it is a bug that only happens initermittently, other users on Reddit have reported it happening to some but not others.

I can also confirm this is an issue on versions v151466 and v151037.
Laika's vest also only shows a wolf icon/portrait even tho it should only be able to be equipped to Laika.
